Is Georgia Safe? Georgia, Italy and Dubai Compared

Crime indices, perceived safety and stability: where Georgia really stands versus Italy and Dubai. With the data, and without hiding the context.

When an investor asks me "is Georgia safe?", they usually mean two different things: everyday personal safety and the country's stability. I cover both, with numbers.

Personal safety: better than you'd think

On perceived-crime data, Georgia surprises those who've never been. According to Numbeo's Crime Index, Tbilisi ranks among Europe's safest cities, with crime levels lower than destinations like Rome, Paris and Athens. The Gallup Law and Order Index gives Georgia a score of 86 out of 100, placing it among the top 35 safest countries out of 140 surveyed — a perception-based index that literally asks "do you feel safe walking alone at night?".

The picture is consistent across sources: the 2025 Global Peace Index places Georgia in the top third of all countries, ahead of several European tourist destinations including Italy, Greece and France. Violent crime is rare; petty theft, common in many European tourist cities, is comparatively less frequent.

Italy: excellent in residential areas, but with higher perceived-crime rates in urban centres and tourist areas (pickpocketing above all). Dubai: among the world's safest — in the 2025 CEOWORLD ranking, four UAE cities sit in the global top 5. On this single metric Dubai wins, and it's fair to say so.

Stability: the context I won't hide

Here honesty matters, because it's the point salespeople skip. Since November 2024, Tbilisi has seen recurring protests linked to the post-electoral political context. They're concentrated in specific areas of the capital and, it should be said, demonstrations aren't historically unusual in Georgia. But it's a factor a serious investor must factor in and monitor — especially anyone looking at Georgia in geopolitical terms too.

For a real estate investment in Batumi, on the coast, the practical impact on daily safety and tourism has so far been limited: 2025 was Georgian tourism's record year (GNTA). But "so far limited" isn't "guaranteed forever": it's exactly the kind of risk I assess case by case.

The conclusion

On everyday personal safety, Georgia compares well with Italy and only loses to Dubai's excellence. On stability, it has a context to monitor honestly.
