Individual Entrepreneur, LLC, VAT, employees — with the real numbers.
The questions I get asked most, with the source under every figure. Where public sources don’t agree, I say so directly instead of giving you a random number.
Individual Entrepreneur (IE)
- Micro Business Status
- 0% tax up to GEL 30,000/year of turnover. Solo activity, effectively no employees.

- Small Business Status
- 1% on turnover up to GEL 500,000/year. If you cross it mid-year, the rate rises to 3% on the excess turnover from that month — you only lose the status if you breach the cap two years in a row.

- Above the thresholds
- 20% flat, but on net income — turnover minus documented expenses — no longer on gross turnover.

- Registration
- At the House of Justice (Public Service Hall), typically same day. Public sources don’t agree on the exact fee: I confirm it case by case with whoever handles the incorporation, before any commitment.

LLC — limited liability company
- Reinvested profits
- 0%. No tax as long as the profit stays in the company — Estonian model, in force since 2017.

- Profits distributed to shareholders
- 15% corporate tax on the distributed amount, plus a further 5% withholding when the dividend reaches an individual: the net combined burden is roughly 19.25%, not 15% alone. The Italy treaty rate doesn’t go below the 5% domestic withholding.

Hiring employees
- Salary withholding
- 20% flat on employment income — a single rate, no brackets, no tax-free threshold.

- Mandatory pension fund
- 2% withheld from the employee + 2% matched by you as employer + a state share (2% up to GEL 24,000/year of cumulative income, then 1% up to 60,000, zero above that). If you hire a foreign national without Georgian permanent residency, this doesn’t apply.

- Other mandatory contributions
- None: no separate social security, no unemployment fund, no mandatory employer-paid health insurance.
